Not comfortably. Napier Port is a working wharf roughly 3 km from the Art Deco centre, and the route runs along industrial roads with no real footpath. Cruise lines and the port run a paid shuttle into town; take it. Once downtown, everything is flat and walkable.

A 7.8 earthquake in February 1931 destroyed central Napier and the neighbouring town of Hastings. The rebuild happened fast, in the early 1930s, in the styles of the day — Art Deco, Spanish Mission, Stripped Classical. Because almost everything went up at once and little has been demolished since, the centre is one of the most concentrated Art Deco townscapes anywhere.
