Galveston is the Gulf cruise port that exists because Houston was too far inland. It works.
Houston Hobby (HOU) is closer at about 50 miles, roughly 1 hour by road. Houston Bush Intercontinental (IAH) is about 75 miles and 1.5 hours but has more flights. Either works; pick by flight schedule and price.
Shared shuttles run roughly $35–45 per person from HOU and $55–65 from IAH. Rideshare runs $50–80 from HOU and $80–110 from IAH depending on time of day and surge. There is no rail link; everyone drives.

From Houston Hobby (HOU, ~41 mi / 45–60 min): shared shuttle ~$35–45/person, rideshare ~$50–80, private car ~$150–180. From Houston Bush Intercontinental (IAH, ~75 mi / ~1.5 hr): shuttle ~$55–65/person, rideshare ~$80–110, private car ~$200–240. Rideshare back from the island can be slow on turnaround mornings; pre-booked shuttles are the more reliable option for a fixed flight time.
Tipping is the local norm: 18–20% at restaurants, $1–2/bag for porters at the cruise terminal (cash, expected). ATMs are plentiful in the Strand and on the seawall.
From the cruise terminal the Strand National Historic Landmark District begins one block inland — Victorian iron-front buildings, the Pier 21 Theatre's short film on the 1900 hurricane, the Galveston Railroad Museum, and Saengerfest Park. Add the Bishop's Palace (1892) a short drive south, lunch on Post Office Street, and you've filled a day without a car. Skip a Seawall day-trip unless you're already staying there — driving back to the terminal on a Saturday morning is not worth the hassle.
All cruise berths are alongside docks on the Galveston Channel side of the island, within a short walk of the Strand District. Ships do not anchor; you walk on and off.
Walkable to terminal: Tremont House, Harbor House at Pier 21. On the seawall (10-min drive): Hotel Galvez & Spa, Holiday Inn Resort Galveston on the Beach, the San Luis Resort. Galveston's public beaches along Seawall Boulevard are free and open; the water is warm and brown — Gulf, not Caribbean.
Carnival is the dominant operator and uses the Cruise Terminal at Pier 21–25. Royal Caribbean and Disney Cruise Line also homeport ships here, mostly running 4- to 7-night Western Caribbean itineraries to Cozumel, Costa Maya, Roatán and the Cayman Islands.
Official Port of Galveston lots run roughly $20–25 per night for standard parking, with covered options a few dollars more. Several private lots near the terminal price similarly and include a shuttle. Reserve in advance during peak weeks — the close-in lots fill.
Yes, especially if you're flying. A 75-mile transfer from Houston, Texas weather, and a single highway between you and the ship are three good reasons. The Strand District is a short walk from the terminal and makes a real evening — restaurants, the Pier 21 museum, and the Galveston Railroad Museum are all within a few blocks.
Two clusters: downtown near the Strand and the cruise terminal (Tremont House, Harbor House at Pier 21) put you within walking distance of the ship. The seawall (Hotel Galvez & Spa, Holiday Inn Resort Galveston on the Beach, the San Luis) trades a 10-minute morning drive for a Gulf view and direct beach access.
The Port of Galveston operates two main cruise berths along the wharf — Cruise Terminal 1 at Pier 21 and Cruise Terminal 2 at Pier 25 — plus a newer Cruise Terminal 3 at Pier 10 built for Royal Caribbean. All sit on the same waterfront within a few blocks of each other.
For closed-loop Western Caribbean sailings that start and end in Galveston, U.S. citizens can technically board with a birth certificate plus government photo ID. A passport book is still strongly recommended in case you need to fly home from Cozumel or any other foreign port in an emergency.
