Per car for 1–4 passengers, posted at the pier taxi stand: ~$8 downtown, ~$12 Chankanaab, ~$17 Mr. Sancho's, ~$25 Palancar. 5th passenger adds ~45%; vans for 6–8 roughly double. Taxi-union FX rates are worse than bank rate — paying in pesos is cheaper if you have them. Lines double after 10:30am; the first hour off the ship is the cheap one.
USD works at the piers, beach clubs, taxis, and tourist-zone shops, but merchant exchange runs 10–15% worse than bank rate and you'll get change in pesos. Bank ATMs in San Miguel (Santander, BBVA, Banorte) give the best rate — decline the DCC "convert to home currency" prompt. Tipping: 15–20% at restaurants, $1–2 per taxi/bag, $5–10 per guide. Small bills only at beach bars.
30–45 min ferry to Playa del Carmen (Ultramar or Winjet, ~$12 USD one way, every 30 min) + ~50 min drive each way to Tulum on Highway 307. Round trip with sightseeing is 5+ hours and the ship does not wait for ferry delays. If Tulum is a must, book the cruise line's excursion so missed-port risk is theirs. Otherwise stay on the island.
SSA International (Royal Caribbean, Celebrity), Puerta Maya (Carnival, Princess, Holland America), Punta Langosta (NCL, Disney, MSC, luxury lines). The first two sit ~5 km south of San Miguel; Punta Langosta is the only one with downtown by foot. Daily program lists your pier.
Mesoamerican Barrier Reef — second-largest reef system in the world. Drift dives along the wall, beginner-friendly with current, visibility regularly 100+ ft. A local two-tank trip is smaller-group and cheaper than ship excursions; book a Cozumel dive shop in advance, not on the pier.

Technically yes, realistically tight. The ferry to Playa del Carmen runs every 30 minutes and takes 30–45 minutes. From Playa it's another ~50 minutes by road (65 km on Highway 307). Round trip with sightseeing eats 5+ hours and any ferry delay puts you back on the pier after the ship has sailed — the cruise line will not wait for independent travelers. If Tulum is a must, book the ship's excursion so missed-port liability is theirs.
