Technically yes, realistically tight. The ferry to Playa del Carmen runs every 30 minutes and takes 30–45 minutes. From Playa it's another ~50 minutes by road (65 km on Highway 307). Round trip with sightseeing eats 5+ hours and any ferry delay puts you back on the pier after the ship has sailed — the cruise line will not wait for independent travelers. If Tulum is a must, book the ship's excursion so missed-port liability is theirs.
